Legislation is now pending in the NYS Assembly (A3431B) and Senate (S6167A) to ban devocalization of dogs and cats–the cruel practice of cutting vocal cords just to stifle the animal’s voice.
Massachusetts banned devocalization in 2010, and it has long been outlawed throughout most of Europe. It’s time for NYS to step up.
But with just six weeks to pass or die, this proposed humane legislation is in trouble. The veterinary lobby, with members who profit from devocalization, has mobilized to defeat it. It can kill the bills by stalling them in committee…or amending them into a sham law that allows, legitimizes and will encourage this cruelty.
It’s time for animal advocates to mobilize too, while the legislation still has a chance to become an enforceable law.
Don’t let those who promote devocalization win or animals will lose their voices, their well-being and their lives.
5 Minutes to Spare Dogs and Cats
Lifelong Anguish or Agonizing Death.
Every Call is Vital. Yours Matters.
Start by identifying yourself. If you represent a shelter, rescue or advocacy group, or are a vet, say so!
Be forewarned: Some aides may try to confuse you, such as by saying the bills cannot be released from committee unless they match. That’s not true! Under pressure by pro-devocalization lobbies to defeat this humane legislation, lawmakers benefit if you become discouraged and walk away. Don’t.
Animals need you to stand firm. Without your voice, they have none.

Animal shelters are a great refuge for abused animals. But what happens when the people who run the shelters that take in the animals don’t care about them? Sometimes, the abuse they suffer in these shelters is worse than if the animals were just left out on the street.
